Mary Rose is the Founder & Principal of Conroy Policy Consulting, where she specializes in providing advisory expertise on SNAP policy and federal nutrition assistance programs. With over 16 years of experience leading policy development, implementation, and innovation at USDA and OMB, she brings proven expertise in SNAP eligibility operations, federal-state collaboration, and navigating program changes in complex political environments.

Prior to her consulting work, Mary Rose most recently led budget formulation and execution of more than $6 billion in WIC grants to states and oversaw technology modernization initiatives across WIC and USDA’s food distribution programs as a Division Director at USDA's Food and Nutrition Service.

As a Program Examiner at the Office of Management and Budget, Mary Rose managed a portfolio of over $170 billion in nutrition assistance and human services funding and shepherded sweeping policy changes across administrations. She played a pivotal role in designing and implementing transformative SNAP policies during the COVID-19 pandemic, directly advising White House leadership on Emergency Allotments, the Thrifty Food Plan update, and new waiver authorities. She began her federal career at USDA, where she worked for ten years in progressive roles across SNAP eligibility and program design, including a year-long assignment to the House Agriculture Committee drafting the nutrition title of the 2018 Farm Bill.

Mary Rose is particularly experienced in supporting states through complex implementation challenges and crises, having led technical assistance efforts for Disaster SNAP responses, early issuance of SNAP benefits during the 2019 federal government shutdown, and multi-state timeliness and process improvement projects following challenging integrated eligibility systems rollouts. She holds a Master of Public Policy from the American University and lives in Maryland with her family.
